I would argue that it isn't a tool because the person writing the prompts isn't an artist, but a commissioner requesting millions of images based on what they want. Similar to a person commissioning an artist to create a piece of art based on a description, idea, or concept. The person commissioning the work isn't the artist, the person creating the art is, despite the fact thay they've been told what to create. This is because the artist still has the freedom to create works based on what they are given. Similarly the AI can generate millions of images based upon what it is given, but the person writing the prompts, nor is the AI an artist.
