I suppose app-sponsored dispatchers is a way for front ends to carry the load. The front ends could pass that along to their users if they choose, or be funded by a grant. The protocol pulls a percentage of every transaction to fund itself.
Seems like it would be hard to charge app developers without gate keeping the data.
