Precision is the politeness of kings. Architect C. Bury and mechanic B. Valiami undertook the construction of the clock on St. Stephen's Tower of the Palace of Westminster. According to the plan, the new clock was supposed to be the largest and most accurate in the world, and so that its ringing could be heard throughout the capital. In 1858, the tower was erected, and the tower clock was put into operation on May 31, 1859. A 13-ton bell, more than 2 meters high and almost 3 meters in diameter, was installed inside the tower. The height of the tower was 96.3 meters.
