On a sunny day during the Qingming Festival, in a classroom at Ming-Hsin University of Science and Technology adjacent to the Hsinchu Science Park in Taiwan, the teacher was slowly reading out the words from the Chinese textbook, and the students in the audience repeated them.
Many of these students from Southeast Asian countries such as the Philippines, Indonesia, and Vietnam hope to learn skills in Taiwan through improving their Chinese language skills so that they can stay and develop there in the future.
In recent years, Taiwan Semiconductor and other high-tech companies have been hungry for talents, so they have looked for schools that are willing to carry out industry-university cooperation with them to recruit talents. Mingxin University of Science and Technology is one of them. As Taiwan's low birthrate problem becomes more and more serious, they turn their attention to Southeast Asia, hoping to solve the island's talent shortage by cultivating foreign college students.

Liao Xinde, vice president and international director of Mingxin University of Science and Technology, told VOA: "Mingxin University of Science and Technology is located in Hsinchu, the hometown of semiconductors, so the Ministry of Education (Taiwan) also provides special subsidies (to the school) to allow us to construct A talent cultivation base.
