if somehow we want to celebrate orb v2 and reward users who are using orb v2, then what would you prefer from the below options? 1. a small reward to all

It could be based on the user activity... the more activity, the more rewards but rewarding all users won't hurt too given that orb has such a small user base. So the answer is do both.

Id go for 1 if you want to encourage more people to come in And 2 if you want to show the OGs that you know they are holding things up behind the scenes
