I believe so, but it isn't really worth doing so, imo. Bitcoins just a useless chain really. There's nothing we can do with it other than "hold". So I wouldn't expect much to be built on top of it. Even its own layer 2 "lightning" is struggling.
Imo it's technically possible with 2 things : - Integrate Covenants (BIP-119) - Modify the opcode But Modify the opcode is politically impossible since the OP_RETURN Wars of 2014
