Nothing even happened yet and the FDIC & FED want to bail out banks that follow SVB’s collapse… why wouldn’t I, as a bank, make myself fail and get some

Because if you fail, you're on the street. Your bank goes into receivership and is sold for pennies on the dollar to another bank. If you paid out bonuses - they can actually get reverted and your investors will sue you. Outside of that. Probably no reason to not roll the dice 😉
