I assume that the pressure will be on clients to ensure compliance with law,... and if any would be sued it won't survive financially.
Encrypted mempools, IPFS, Arweave, zkzkposting, + however, this does not mean safety in meat space; it simply prevents censorship online. Even if 90% validators were censoring, your transaction would be included in 2 minutes 5x faster then a bitcoin block.
