I think it’s going to be a little more nuanced than “all” data. Just listening to the space recording…so not 💯 sure yet.
My understanding of L3s is that they anchor into L2s. ( https://vitalik.ca/general/2022/09/17/layer_3.html ) Not sure if there is an official definition what a L3 is and if there are any must requirements to call sth a L3. 🤷♀️
