it's definitely not. Being a low value account probably is or has a timer on it because the main reason for it is people abusing the dispatcher to get it to pay for trxn that are exploitive of the protocol, which the team does not want to pay for. Which imo is their right. The filter is opt in or out based on your notification settings 😃. The majority of the "low value users" are much worse than just low value users lmao they're just trying to be nice.
