In my opinion, let's set them free rather than buying as a DAO. POH, Targeted public good infrastructures, job opportunities in web3, etc can give them the tools to uplift themselves, A DAO for distributing some level of economic value as UBIs from supporting projects airdrops would be a good experiment. when more people see the potential, they will DAOfy themselves.
