Exactly, but I don't know how to avoid this kind of behaviour. As I see - based on twitter - matured, real creators don't really spam/use hashtags, only smaller/bot/scammer accounts do. First step could be limiting the allowed number of hashtags in a post. However, this would still allow bad actors to disort a feed of a topic by using just 1-2 inappropriate hashtags. Maybe it's a pill we have to swallow. It's really interesting btw how many questions and solutions can arise in such a small side topic like hashtag usage in social media.
