I have the same concern that you have but if someone is ready to phave he will do it for Lv4-Lv5 users. What about users who have on Lv1-Lv5 with some good

Right, this is exactly what I mean. Most people won't Phave level 1-3 because the "ROI" of points doesn't seem good. But the stuff that is getting 1000's of phaves isn't necessarily great content, people just know it will get more phaves.
