No, I don't think so AI is an artist, it helps the artist, it helps him/her to express his/her feelings and thoughts, but AI cannot be an artist in itself.

I would argue the person writing the prompts is actually a commissioner. The only difference is that the AI isn't an artist, its something new. The AI can create a million images from a single prompt, which means that no one writing the prompts is creating anything that they thought of in their minds. This is the same as someone commissioning an artist to create a work of art, but we wouldn't say the commissioner is the artist, the person creating the art is the artist. The commissioner can tell them what to make but the artist can make 100s of works of art based on that single request. AI isn't an artist though, it's something new, not a tool either as it isn't aiding an artist in creating art. Instead, it's creating millions of images itself based on a single request.
