I don't think there is, as any system put in place will allow anyone group of individuals to determine who can or cannot have children, which would be tyranny of the highest order. You could even make the arguement that there would be nothing more evil than denying someone the opportunity of having children, even if they are unfit. I imagine issues like these will just be solved/greatly improved as we keep advancing. We've made more progress in the last 30 years than all of human history, and our lives are incredibly easy because of it (relatively) , as we keep going it only improves. That just seems to be the nature of the game, which is good. So, I wouldn't worry about needing a system in place to prevent specific people from having children, as it's something that just comes with time. I also don't think it would even be possible to do in a fair and neutral manner anyway, as all corporate and governmental powers are centralised. I.e. freely open to abuse with no repercussions.
