For the normal user I think 1 invite for each user would be great. This way they really think about who to give the invite too. For developers more invites

I like that approach ✌️ Maybe add a delay for nomal users - a week or a month (could be bundled with that renewable-approach you suggested). And maybe remove the right to invite others for known spam accounts.
Makes totally sense to have few more for devs as they usually come in packs lol
