The reason you'd want to put a cc0 license on it, it makes it so that whomever uses it cant put another license on it. Like, I can't take your image that is cc0 and then reupload it as copyrighted. That's a contract breach.
That explains why only personal/commercial rights are reserved for 'collectors only'. I'll keep that in mind for next time, thanks!
