I'm not sure yet either. I do think the solution lies somewhere in a social graph. -Give more weight to reviews by people you follow (and who they follow), people who's content you liked and so on. -Incentivize users to create independent content (write reviews, take photos of the business,...). If users are incentivized by the business itself, they'll be biased. Maybe users have to pay a small collection fee to access the content. Do note, that Foursquare tried this before and had to pivot.
