Problems with ground floor = 1: * Which floor is 0th? The first parking level? And is the second parking level -1? * Height = (floor - 1) / 3, instead of just floor / 3 * Most buildings have no useful rooms on ground floor, so the 100s (for apt/hotel rooms) are left unused
