That only applies when working with not motivated employees, that don't have enough incentives and stakes, monetary or otherwise. Sadly most companies do not treat their employees as partners, so yes it probably applies in those conditions. Many (non product oriented) projects like OS development have proven that remote work is not the issue. When products are involved the real issue is how you share the profits, not where your desktop is situated.
